Site Management (Domain 4)

Site supervision, domain 4 - Railways, Metro, Tram. Site supervision activities are carried out for construction works of infrastructure and superstructure of railway tracks, metro, and tramways. Main Activities: 1. During the investment preparation phase: - Verify the existence of the building permit and compliance with legal conditions regarding validity; - Check consistency between the building permit, urban certificate, approvals, agreements, and project; - Study the project, specifications, technologies, and procedures for construction execution; - Verify that all written and drawn project documents exist, including studies required by the urban certificate or approvals and their compliance; - Ensure compliance with regulations for project verification by certified project reviewers and their endorsement by certified technical experts, where applicable; - Determine the importance category of the construction; - Verify the presence of critical phase programs in the project and submit them with specialized designers to the ISC for approval; - Verify the existence of the “Quality Plan” and technical procedures/instructions for the project; - Verify the start-of-works notice at the issuing authority and ISC; - Check that the project identification panel complies with legal requirements and is visible; 2. During construction execution: - Ensure construction is carried out according to the building permit, projects, specifications, and applicable technical regulations; - Verify the existence of product quality certification documents and their conformity with project requirements; - Prohibit use of construction products without certificates of conformity, declarations of conformity, or technical approvals; - Ensure correct application of execution technologies to meet the quality level in technical documentation and regulations; - Ensure compliance with the “Quality Plan,” procedures, and technical instructions for the project; - Prohibit unqualified personnel from executing works; - Participate in verification of works in critical phases; - Perform inspections according to technical regulations, sign and stamp resulting documents, including minutes of critical phases and qualitative reception reports of hidden works, etc.; - Forward findings to the designer through the investor regarding non-conformities observed during execution; - Promptly inform the investor about qualitative deficiencies for corrective measures or suspension of works; - Ensure the contractor follows directives or measures imposed by the designer/authorized bodies; - Verify, as the beneficiary’s representative, legal compliance in case of technical solution changes during execution; - Collect documents from the contractor and designer and complete the technical construction log with all legally required documents; 3. Works Reception: The site supervisor ensures the secretariat of the reception committee at project completion and prepares the reception documents;
